| New neighbors are moving in They have a rescued pitbull. He is presently tied up to a tree. |

I ♥ Joey & Ralphie! Donating Member | I hate to see animals tied up to a tree, do they leave him there for long, and does he have shelter and water? If not, maybe you can report them. If your concerned because he's a pit bull, I would think that the rescue would have tested him for aggressive qualities, I would not let my dog near one because Joey is a little trouble maker, and a dog has to be very patient and mature to get along with him, Cesar has a wonderful pit bull by the name of Daddy, who gets along well with all dogs, and could probably tolerate Joey!

I ♥ Joey & Ralphie! Donating Member | Personally, I'd try and find out which rescue he came from, you could act like you know someone who's just dying to own a pit bull. I would then document how long they keep him tied up to the tree, and let the rescue know about this.

YT 500 Club Member | You said the new neighbors are moving in. Are they in the process of moving, ie: there is a truck outside and they are going in and out? If so, I don't see a problem with having a dog chained to a tree - for a short period of time, in 50* weather, with water/etc. If they keep him out there for long, I'd definitely be concerned. Maybe you can keep a record of the hours he is out there/the weather/and so on for a week, then report him if you think it's the right thing to do.
