| Gracie Ruth & Yogi's didn't start standing up until about 4 months old. Then it was up and down a bit depending on teething. I think G was closer to 7 months before they stayed up permanently. Yogi, bless his little heart, still has issues at 13 months. But it's because he has the hair like a Yak and if I let it get too long, you know 1 or 2 millimeters long, then the weight pulls them down a bit. But I just trim them and they pop right back up. So at 11 weeks, I wouldn't worry too much about it. Just keep them trimmed, some say that massaging them helps - I think it really just helps us Momma's .
