| Mississippi House Kills Felony Animal Cruelty Bill MS Felony Animal Cruelty is Dead | Animal Law Coalition This bill, after a near-unanimous Senate vote, died in House committee this week. This leaves Mississippi, along with Idaho, N. Dakota and S. Dakota, as the only states in the union to have no felony designation for animal cruelty. Though the bill was crafted to specifically target abuse of dogs and cats, it was lobbyists for farmers that killed this bill. Here's the link for the bill SB2623 (As Passed the Senate) - 2010 Regular Session So now those that set cats on fire, super glue puppies eyes shut and pour acid on dogs (these are all things that have happened here recently) can sleep well tonight, knowing that a slap on the wrist is all they'll get.

| I think we need to find out who voted against it and let them know that they will not be voted back into office! Also maybe start putting out fliers on these abusive creeps naming who they are and where they live! Like they do with child abusers. Seeing their face on every street corner might give them something to think about. |

Donating Member | The lobbyists are so powerful, they kill many great bills, and they send out so much misinformation on how this will hurt the small home breeder that small breeders tend to fight these laws too. I'm sure the breeders were targeted by saying that these laws will effect them and if they find one piece of poop in the cage, they will say it's abuse. They use the slippery slope argument that stresses if you open the door, you can never close it again.

| The problem with this bill is not that it was voted against...it wasn't voted on at all but rather was allowed to die in committee. The Mississippi Senate voted nearly unanimous to pass the bill but the farmers' lobbyists got to the House, apparently. This comes after a defeat last year of a similar bill. This time, it was narrowly worded to apply only to the abuse of cats and dogs. The one person to 'go after' would be the chairman of the Agriculture Committee, which is where the bill was sent to after passage by the Senate. | Nancy, if you click on the first link I provided in post #1, it tell why animal abuse should be a felony and touches on some of the things you've said before about a high percentage of animal abusers also being child and spouse abusers. There are a great many people here that are very upset at this bill's defeat. The only thing to do is apply pressure and hope for a different result next year.

| Nancy, in this case, I think it really is the farmers. One of the most public groups against the bill was Farm Bureau, a farmers' group that also is an insurance company. Though puppy mill operators would certainly be against this type of bill, my take on it is that farmers don't want to see any animal welfare bill passed as they fear it will lead to their door some day.

| This is an animal cruelty bill, not a puppy mill or breeder bill. It is aimed at the abuse of animals, of which there have been vicious acts committed. While I can see mill operators opposing such a bill, there are 46 other states with felony animal cruelty laws...including all the states that we typically think of as 'puppy mill capitals'. Even with such laws in place, mills flourish, although these laws are an obvious tool to use in shutting mills down. Enforcement of such laws would be much more effective than the various 'breeder' bills around the country. I'm no real fan of 'breeder' bills, but it's a no-brainer for me to support animal cruelty laws. No responsible breeder should have any reason to worry about such laws. A great many of us Mississippians are not happy with this bill's defeat and will work for its passage with next year's session. That's the best we can hope for as the bill is dead for this year.
