I agree...I have never heard of this. Locally our 3 shelters only charge $65 which is the spay/neuter fee. If a dog comes to them that is already spayed/neutered it is free to its adoptive home. But in PA you can't accept more than a certain amount to be considered "non-profit" and receive the state money. Either your state has different laws or the place you are talking about is not non-profit
