I make collars and harnesses. I had planned to offer a "safe" collar with a break away buckle that would be safe to be worn all the time with the little ones for bells and/or identification. I ordered a hefty supply of "quick release" buckles and when they arrived I found that they took WAY too much pulling and tugging for them to release. I believe that a small breed puppy or adult would strangle before they could exert enough pressure on the buckle to make it release.
