I am so sorry you have had so many bad experiences. You are right though. People should not make ANY guarantees about a dog's weight. I have seen websites claiming their dogs will stay 2-4 lbs. I have seen puppies grow BIGGER than both of their parents. It is because of throwbacks, it's as unpredictable as guessing what a human child's weight is going to be when they grow up. People shouldn't make guarantees that they can't back up. That tends to be a verbal agreement or on a website, but RARELY seen in a contract if ever.
I think you are doing the right thing by coming here and asking for recommendations. And if breeders claim up and down that their dogs will ABSOLUTELY be a certain weight, as them to put it in the contract with a discount back if it does go over the 7 lbs. See how quickly they quiet down and suddenly aren't sure.
I am glad that you have an adorable baby out of all this. She must be REALLY something since that lady won't back off of you!
