Skin mites they are so small you rarely see them...worth a "look see" at the vets if it does not improve. One type are called "walking dandruff"..the skin is very dry and flaky..even if your pups does not have fleas, it could have been bitten by one and it started a itching reaction. Yorkies can be allergic to flea bites after they are rid of them.
