As to the weight of your pup, my now passed girl weighed in at 17 pounds as an adult, not fat, she had a beautiful sleek body just a big girl, she also was AKC registered. I heard the same thing about my girl from ppl who knew nothing about yorkies. Just ignore the know it all's.
As for the dry skin, could be from the heat in your house, no moisture. How was his skin before the winter, was it normal or flakey. How often do you bathe him, to many baths could also dry the skin and blow drying also.
