They should hang him up by his feet and beat him to and inch of his life just like what he did to the sweet undeserving little dog that he killed. And then lock him away forever where the sun doesn't shine and there is no hope of ever getting out. But he will do his time while taxpayers foot the bill and he will get out a do it again.
