I don't think this is true everywhere. I know some states are very touchy about vaccination dates, but at least one veterinarian has given me to believe that as long as the dog got a 1 year vaccine all subsequent ones would be good for 3 years.
I have long felt the whole vaccination thing needs to be re-evaluated with better scientific studies in mind.
That said, there have been times I've said "yeah, ok, go ahead and re-vaccinate if that's what I need to be legal." After all, the law is the law, and government knows best, doesn't it?
