I wouldn't vaccinate an actively sick dog either if I were you, especially cancer. I would seek exemptions and it looks like you already are doing that, so that's great. Rabies vaccine is one of the most potent, so I'd even look into exempting from that one too.
It's so tough / impossible to tell if vaccines had anything to do w/ her current state of health. Whatever the case, do not blame yourself, at all, for getting those previous vaccines!
