I definitely agree. I just hope they don't make that mistake again for the sake of the puppy. And what if he had been hit by a car and the little girl went looking for him and found him dead! Why do people think they can just put a dog outside and expect it to stay near or do they really just not care? I am guessing he must have been watching from the window or something if he was able to see you with the puppy and accuse you of stealing it so why would he let the little pup just lay in the rd.
