I have not heard of them. But anyone that puts the word "teacup" in their title is do so just to attract customers. Although tiny dogs (and the one in the picture looks more like a stuffed animal) sounds great but delicate,tiny,not much bigger than an guine pig full grown is not a good breeding policy. People who do this on purpose do so to make money not because they want to stay within the breed standards.
