Default Progress against Oklahoma puppy mills?

I just read this article on a local news station's website. It sounds promising if things keep trending the way they have been in preparation for new January 1 regulations. I'm interested in your opinions.....


Breeders dump dogs before new laws begin in 2011

TULSA, Okla - Strict new regulations for breeders are about to take effect in Oklahoma. That has many breeders handing their dogs over to rescue groups.
23 dogs were recently handed over to the Animal Rescue Foundation in Tulsa, also known as ARF.
Six dogs remain at an animal hospital, because they are in poor health. Dr. Kimberly Huckaby of the Bent Arrow Veterinary Hospital is working to nurse this latest group of new arrivals back to health.
Their physical challenges are obvious, things like the mange, eye problems and dental issues.
Huckaby says they face other challenges as well. "It's emotional because they've lived their whole lives in a cage. When you touch them, you'll see them jump. Because they are not used to being loved. They're not used to being cuddled."
Jaynie Ozment with the Animal Rescue Foundation believes she will see a lot more of these dogs before new regulations take effect on January 1.
She says many commercial breeders don't believe they will be able comply with the regulations that have been proposed at part of the Commercial Breeders Act.
Some of the proposed rules include: Passing inspections, having larger cages, hiring one full time employee per every 25 dogs, and forcing breeders to be bonded.
Ozment says, "We're going to have an influx of dogs for a little while. But hopefully it will slow down and eventually we won't have dogs that are in this kind of shape ever again."
The rules are not set in stone. A public hearing will be held in Oklahoma City Thursday at 4 pm. The committee will likely vote to approve the rules later the same evening.
