Iodized table salt contains iodine. He could easily have high sodium and still have an iodine deficiency if his diet doesn't contain enough iodine. Besides iodized salt, kelp is also a good form of iodine.

I just brought it up when you initially said he was on a diet from Susan Davis because of Marcie's experience.

Was his thyroid panel done in house or sent out? In house thyroid panels are not that reliable. It's best to send it out to a vet school. MSU is an excellent one.
