I would be hesitant to say yes or no on eucalyptus as I've not researched it. It might just work as a flea repellent with the strong scent fresh eucalyptus can have.

I did have a doctor tell me once, eucalyptus oil is highly allergenic though, so you might want to check into that. I got hives for the first time ever, had a cold and had been eating those Hall's Menthol cough drops and at that time they contained eucalyptus oil. The doctor before he knew I had been eating them, mentioned the only time he had hives was after using Hall's cough drops. IDK for certain that the cough drops were the cause of my hives, but I've never had one since then, and never had hives again
