Do you have any documents from the breeder when you bought your pup?
You should have a contract, nothing necessarily formal, that says when they will give you the papers. Mine was after neutering. However, you should have something that says the name of the dam and the sire and the liter number with the AKC.

All I got from the breeder, after I showed my pup had been neutered was an application which stated the liter number and her name as breeder. I answered some questions on it, paid and sent it in to the AKC. I little while later, I received the "papers".

If you have the liter number, I am sure you can call the AKC, I believe in NC and they can help you from there. You can probably give them the name of the breeder and they can tell you whether she is registering her liters.

If the entire thing is a sham, take her to small claims court. People should not be allowed to get a way with that.

I paid over 1K for my dog and even neutered, I wanted his papers.
