not sure if you did but i would put dog needs medication on the flyers -it may freak them out and they may drop dog off at shelter

also i would have flyers in surrounding cities as sometimes people rob areas they do not live in would be my guess. We had people driving up from two cities away breaking in cars in our area

also they did a story on local news station of a home burglarized of yorkie pups so maybe if they can get it on local tv the person will drop off at a vet or shelter

I was robbed at gun point once and the people were from two cities away - I knew the area and i was right as they tried to use my credit card at a gas station in that city so think of those areas you think would commit this crime and put flyers there
