Collars should never ever be used on a Yorkie.
Their necks are too fragile.
Harnesses only.
You can get one with the D ring in the front, so when you pull on the leash, he/she has to turn to you. EasyWalk is one of them. I found that it didn't work well for my Yorkie though because it just seem to fit quite right. Chattiesmom makes a Walk Nice harness and that might be worth a try also.
