Try filling a clean spray bottle with some water. When he nips at you give him a quick spray and say NO in a firm voice. Pretty soon you will just have to say NO and he'll eventually stop.
My breeder explained that our new yorkie was trying to be dominant over my daughter (the bottom of our human pack) when we first got her. I was ready to take her back to the breeder, but we tried the spray bottle and it worked great.
