For a wee miss...you can make a sock out of a sock. Take a calf high sock...cut off the foot portion...roll under the top...like a turtle neck and cut two arm holes. Instant sweater!
Walmart and Target both carry ex-extra smalls...those are really tiny and I can't imagine they would be too big. Mine all weighed between 2 and 3 pounds when I got them...they all wore extra small, but not XX small.
