They're for little boys who can't help marking indoors. They usually velcro (or fasten in some manner) on the ends and you just wrap it around their little weenie so that if they DO lift their leg in the house, the liquid goes onto the wrap instead of your walls, furniture, carpets, etc.....some come with an inner padding to absorb, but if you get that type, you need to get several for sure (you need a few anyway b/c they do get wet sometimes) b/c you'll have to wash frequently. Most people just use a poise pad or pantiliners and change them when they need to. The poise are good b/c they wick the moisture away from the skin so if you don't get around to checking it for awhile, their skin won't get irritated.

And you take it off when you let them outside to go potty....if they're faster than you are, they'll just soak the pad and maybe the wrap.
