I am guessing he has never been around a female in heat. No there is nothing wrong with not seeing "it".
He is also too young to breed. The recommended age for stud is 2 years old.
Having him sire a litter...will result in some nasty habits you probably will not be able to break...such as marking...and I mean marking whenever and where ever he's in the presence of another dog.
