Have you looked at the fabric on SissyAngelWear? I love her harness vest and harness dresses. If you did a patriotic theme, it would work for both sexes. She has some really cute things.
I had to actually use a harness vest she made Gizmo to walk him one day because we couldn't find another one. It held up great! I even had to pick him up by the D ring at one point to move him away from cat poop, and the velcro held.
