They can't count the dog bag as a carry-on because you paid for them. So you get the dog bag, plus a carry on. I was flying on a smaller plane, and I had a flight attendant bark at me, as I got on the plane that I would have to put one bag inside the other - when I told her I couldn't do that because the one bag had my dogs, she totally changed her tune - on small planes, they don't let you have a purse & a laptop bag. My advice to you is put as much as you can in the laptop bag, including your wallet, etc. so you have only the dogs & laptop to be concerned about.
With a stroller, you should be able to push it down to where they tag rollon luggage & baby strollers - take the bag off & let the stroller part go - sure you already had that part figured out.
I also carried on a small blanket - I put this up against one of the vented ends of the bag when I sat next to the window and could feel cold air pouring out onto the floor of the airplane, so the babies wouldn't be too cold. You are going to have a very long flight. I did get my 2 out and they slept under a blanket in my lap for a great deal of time.

You may need to do this, when you're wide awake - just with 1 at a time, to give the other furbaby room to stretch out.
