I think the whole spay nuter law is a bunch of bull @#%^please excuse my squiggle marks.I really dont even know where to start to give my oppenions why because there are so many.I think if people really sat down and used their God given brains you would realize what is really going on.Nutering or spaying a pet is not going to make you a no kill state.If a dog wants to bite you cutting off his $%^# is not going to stop him.I am not trying to offend anyone but listineing to how novice people are on the topic infuriates me.And the fact that you can buy your way out should tell you that it is all about the money .Money for you state reps.and who ever else is politically involved.It is not about the animals at all.Please Please Please think about this.
