and people fall for those poor pups in the windows. it's impossible not to. so you have people with a lot of money just forking out for these pups, not having a CLUE where they come from.
i blame the government in a lot of ways. there is so much more they could be doing. but they don't. and they won't. because they get the tax money from the sales...right??
