This is a good step but a lot of work still needs to be done to eliminate all the 'gray area' around how people like Michael Vick can actually be prosecuted for fighting dogs. Without video of the actual fight or undercover police infiltration there will be no prosecution. People like him walk freely and continue these crueltys because all this gray area allows them to. Like I said this is a good step but we have a long trek ahead of us.
